Officials and employees of the City Government of Dumaguete joined the nationwide observance of the 121st Philippine Civil Service Anniversary in simple rites today as they reaffirmed their allegiance to the highest ideals of public service.
Mayor Felipe Antonio Remollo shared the efforts of his administration to enhance the delivery of basic social services, completion of major infrastructure projects, effective strategies to control COVID-19 and the professionalization of the public service.
And in line with the aspiration of sustaining economic growth and providing the present and future generations with job opportunities, Mayor Remollo also discussed the concept and the goals of the proposed 174-hectare Smart City Project.
This morning’s activity was attended by Vice-Mayor Karissa Tolentino-Maxino, Councilors Michael Bandal, Lilani Ramon, Edgar Lentorio Jr., Manuel Patrimonio, Liga ng mga Barangay President Dionie Amores and department heads while other employees joined virtually via zoom conference.
City Human Resource and Management Office Head Dr. Dinno T. Depositario, who is also the Chief-of-Staff of the City Mayor’s Office, disclosed the initiatives and activities that were implemented to improve the recruitment, promotion and merit system of LGU-Dumaguete to attract and retain competent and dedicated officials and employees.
Civil Service Negros Oriental Director Merlinda Flores-Quillano officially declared the opening of the 2021 civil service month celebration with the theme “Transforming Public Service in the Next Decade: Honing Agile and Future-Ready Servant-Heroes.”
Since Mayor Remollo assumed office the daily rate of the lowest paid Job Order worker rose from P 280/day back in 2016 to P 370 to P 440/day in the present Fiscal Year 2021 depending on the qualifications and skills of the employees.
About 329 JO workers were appointed to casual plantilla positions while 15 casuals were appointed to regular positions from 2016 to 2021 on account of their merits and good track record of performance.
The City Government appropriated P 367. 4 million in the annual budget and supplemental appropriations of P 31.6 million to grant all salary increases and benefits due for casual and regular employees for Fiscal Year 2021.
Nevertheless, the administration also conducted several mandatory surprise drug testing for all officials and employees to maintain a drugs-free workplace.
