City Legal Officer Manuel Arbon asserts and clarifies that it is unconstitutional for any foreign company like Poly Changda to be paid or be assigned with any reclaimed lands even if it will be contracted to undertake engineering works in the proposed Smart City Project.

Atty. Arbon: We know sir that it is not possible. It’s very clear. Because we know Poly Changda is not a Filipino company. They cannot assign the reclaimed lands nor can they be paid submerged lands because we know that it is unconstitutional. You cannot assign submerged lands. We know that.
