Mayor Felipe Antonio Remollo issued today Executive Order No. 12 adopting and implementing the Omnibus Guidelines of the Implementation of Community Quarantine in the Philippines with amendments as of May 20, 2021 after the National IATF has placed the Province of Negros Oriental, including the City of Dumaguete, under the classification of General Community Quarantine (GCQ) with heightened restrictions from July 16 to 31, 2021.
Section 1 of Mayor Remollo’s Executive Order 12 provides that:
a. Indoor sports courts and venues are not allowed, while only outdoor non-contact sports are allowed;
b. Indoor tourist attractions are not allowed, while outdoor tourist attractions are allowed up to thirty percent (30%) venue capacity;
c. Meetings, Incentives, Conventions and Exhibitions are not allowed;
d. Personal care services like salons, parlors, beauty clinics, etc. are allowed up to thirty percent (30%) operational capacity, where face mask is kept on at all times. Establishments WITH SAFETY SEAL CERTIFICATION can add ten percent (10%) operational capacity;
e. Hotels with Certificates of Authority to Operate for staycations are allowed at one hundred percent (100%) operational capacity, while other government-accredited hotels are allowed at thirty percent (30%) operational capacity with oversight by the LGU Dumaguete City;
f. Indoor dining in restaurants and eateries are allowed up to twenty percent (20%) seating capacity, while outdoor (al fresco) dining in restaurants and eateries are allowed up to fifty percent (50%) seating capacity. An additional ten percent (10%) seating capacity is allowed if WITH SAFETY SEAL CERTIFICATION;
g. Religious activities, weddings, baptisms and wakes are allowed up to thirty percent (30%) venue capacity;
h. Gatherings at residences shall be limited to members of the household. Gatherings outside of residences shall be prohibited unless these are essential for the provision of health services, government services, or humanitarian activities authorized by the appropriate government agency or instrumentality.
i. Interzonal travel or travel between areas under different quarantine classifications are not allowed, except for accessing essential goods and for work in permitted establishments, or for other activities allowed under the quarantine classification;
j. Strict stay at home orders for persons below eighteen (18) years old and above sixty five (65) years old.
All law enforcement personnel, including the Health Marshals, are reminded to implement all anti-COVID-19 guidelines, regulations, and ordinances with due regard to due process and human rights of all affected sectors or persons.
