The Committee on Rules Ordinances, Legal Matters and Good Governance convened yesterday to deliberate on the proposed Ordinance Operationalizing Freedom of Information in the City Government of Dumaguete City.
Vice-Mayor Karissa Tolentino-Maxino filed the measure in recognition of the importance of the people’s right to information by providing mechanisms in the LGU offices to be adopted that will ensure that this right is respected and upheld subject to exception provided by law and jurisprudence.
The proposed ordinance mandates that every Filipino resident of the city shall have access to information, official records, public records and to documents and papers pertaining to official acts, transactions or decisions, as well as to government research data used as bases for policy development in the custody of the City Government of Dumaguete or any of its offices.
All requests for information shall be made in writing and submitted to the City Public Information Office. Also provided in the proposal is a schedule of fees for printing, photocopying and certification of official records. No charge for obtaining information in digital format (i.e. PDF, JPEG, etc.) will be collected.
Signing as co-authors are Councilors Michael Bandal, SK President Renz Macion, Joe Kenneth Arbas and Edgar Lentorio Jr., which shall be presented to the plenary of the City Council once the committee report is submitted.
Meanwhile, the committee also scrutinized the proposed barangay ordinance of Calindagan establishing the Ecological Solid Waste Management.
The discussion centered on the environmental fee for the collection of garbage per household; penalties for improper waste disposal; functions of the committee in the enforcement and implementation of the said ordinance.
The City Legal Officer Atty. Arbon also made some comments on the imposition of community service for failure to adhere the ordinance.
Calindagan Punong Barangay Ma. Isabel L. Sagarbarria said that the existing Barangay Material Recovery Facility, which is a huge help in collecting garbage and maintaining the orderliness in the segregation of trash.
Also present during the deliberations are: City Legal Officer Manuel R. Arbon, City Public Information Officer Katherine Therese Aguilar and Calindagan Kagawad Welly C. Enumerabellon.
