Aside from the nightly curfew, health marshals of the City Government will be deployed to areas frequented by large crowds including establishments in the commercial district during day time to help control the spread of COVID-19.
This is in compliance to the directive of Mayor Felipe Antonio Remollo for law enforcement agencies to intensify and sustain the strict enforcement of all minimum health protocols provided under the Omnibus Guidelines in areas under Modified General Community Quarantine or MGCQ.
It has been noted that many establishments are no longer imposing or are lax in the enforcement of minimum health standards in their premises which violates the conditions of their permits.
City Executive Assistant for Security Concerns retired General Rey Lyndon Lawas said that a special composite enforcement team composed of personnel from the City Health Office, Philippine National Police, Traffic Management Office, Special Enforcement Unit, Department Trade Industry, and Bureau of Fire Protection to be called Health Marshals will be deployed to ensure strict implementation of these guidelines for the next two weeks subject to extension if the situation warrants.
The Philippine National Police play the lead role with close supervision by City Health Officer Dr. Maria Sarah B. Talla and retired General Lawas.
Among the protocols and prohibitions that will be strictly imposed while Dumaguete City is under MGCQ are:
1. Any person below 15yo and above 65yo shall remain at home. Movement outside the home shall be based only on essential needs.
2. Entertainment venues like videoke/karaoke, live entertainment, bars shall not be permitted to operate
3. Only hotels and accommodations with DOT accreditation shall be allowed
4. Gatherings shall be allowed up to 50% of the seating or venue capacity (only indoor and outdoor non-contact sports are allowed)/
5. Only 50% of the seating capacity allowed on all PUVs
6. Curfew shall start at 10:00pm every night.
7. Strict observance of the minimum health protocols such as: wearing of face masks at all times; wearing of face shield and social distancing especially during gatherings including social, official and religious functions, in restaurants / public eating place and in all business establishments / activities.
The outdoor beach volleyball games at the Rizal Boulevard are prohibited indefinitely.
