INVITATION TO BID FOR THE JOB ORDER: SUPPLY LABOR AND MATERIALS IMPROVEMENT/REHABILITATION/CONSTRUCTION OF GOVERNMENT BUILDINGS AND OTHER FACILITIES (IMPROVEMENT OF VARIOUS OFFICES – BAO, ENRO DILG, CAO, COA, CPDO) AT CITY HALL COMPOUND BARANGAY 4

The City of Dumaguete thru its BIDS AND AWARDS COMMITTEE (BAC), invites all interested manufacturers, suppliers, dealers and/or distributors to apply for eligibility and to submit BIDS for the SUPPLY of:

Job Order: p2,475,000.00

2. BUSINESS PERMIT OFFICE TO BE USED BY BARANGAY AFFAIRS OFFICE
a. Fabrication, Installation and Painting of 2-units benches 0.50m x 0.40m x 2.67m
b. Fabrication, Installation and Painting of 4-units cubicles 0.50m x 3.25m
c. Fabrication , Installation and Painting of 6-units cabinets 1.00m x 0.40m x 1.40m
d. Fabrication and Installation of Kitchen sink 0.73m x 0.40m x 1.40m
e. Replacement of T and G Flooring
f. Painting of Interior Walls
g. Fabrication and Installation of clear glass partitions for cubicles.
h. Fabrication and Installation of pivotal glass door with aluminum handle and door closer.

3. DILG OFFICE TO BE USED BY ENRO
a. Installation of dry wall and wooden flush door with painting at storage area.
b. Fabrication and Installation of 2 units office staff table with painting
c. Replacement of fixed and sliding glass panels.

4. CITY ADMINISTRATOR’S OFFICE TO BE USED BY DILG OFFICE
a. Demolition of existing wall.
b. Construction of wall footings.
c. Installation of CHB wall with plastering
d. Tiling of CR floor and wall, counter top and backsplash
e. Construction of counter top with undersink cabinets.
f. Installation of sanitary & water line for kitchen sink.
g. Installation of PVC Door Jamb.
h. Installation of metal studs and fiber cement board for interior wall and double walling.
i. Installation of stainless sink.
j. Installation of glass wall and pivotal door.
k. Installation of C-purlin rafter with roofing, fascia frame and fascia board.
l. Painting of interior and exterior wall and ceiling at 1 unit comfort room
m. Painting of interior wall and ceiling at office.

5. COMMISSION ON AUDIT OFFICE TO BE USED BY CITY ADMINISTRATOR’S OFFICE
a. Fabrication of table at Conference Area.
b. Fabrication of table at Waiting Area.
c. Fabrication of cabinets with painting.
d. Fabrication of stools (5 units) at Waiting Area
e. Installation of Vinyl Tiles Flooring
f. Fabrication and Installation of glass doors
g. Fabrication and Installation of glass wall partition
h. Fabrication and installation of flower pot stand (6 units) with painting.

6. CITY PLANNING AND DEVELOPMENT OFFICE TO BE USED BY COMMISSION ON A AUDIT OFFICE
a. Replacement of ceiling including painting.
b. Fabrication and installation of cabinets including painting.
c. Painting of interior walls.
d. Fabrication and installation of clear glass double magnetic door with magnetics lock.

7. BARANGAY AFFAIRS OFFICE TO BE USED BY CITY PLANNING AND DEVELOPMENT OFFICE
a. Construction of comfort room.
b. Installation of single tub stainless sink at pantry.
c. Construction of cabinets at pantry.
d. Installation of floor tiles at pantry.
e. Installation of plumbing rough-ins and fixtures of waterline at pantry.
f. Fabrication and installation of dividers and hanging cabinets.
g. Installation of stair riser cover including painting.
h. Installation of vinyl floor tiles.
i. Fabrication and installation of glass wall panel with sliding door. (S/F/F/F)
j. Fabrication and installation of glass wall panel (F/F/F/F)
k. Fabrication and installation of glass wall panel with sliding door (S/F)
l. Painting of ceiling, exterior walls, stairs, railings and tables.

Completion period: 84 working days
Purpose: Improvement/Rehabilitation/Construction of Government Buildings and other Facilities (Improvement of various Offices – BAO, ENRO DILG, CAO, COA, CPDO) at City Hall Compound Barangay 4

APPROVED BUDGET FOR THE CONTRACT: Php2,475,000.00

Bids received in excess of the ABC shall be automatically rejected at bid opening.

The City of Dumaguete now invites bids for Job Order: Civil works: Supply labor and materials Improvement/Rehabilitation/Construction of Government Buildings and other Facilities (Improvement of various Offices – BAO, ENRO DILG, CAO, COA, CPDO) at City Hall Compound Barangay 4.

Bidders should have completed and/or accepted, within 3 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly Section II, Instruction to Bidders.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizen/sole proprietorships, partnerships, or organizations with at least sixty(60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

A complete set of Bidding Documents may be purchase by interested Bidders from May 27, 2021 to June 22, 2021 from address above and upon payment of a nonrefundable fee for the Bidding Documents in the amount of p5,000.00.

The Schedule of activities is as follows:
1. Issuance of Bid Documents May 27, 2021
2. Pre-Bid Conference June 08,2021, 10:00 A.M.
3. Submission and opening of bids June 22, 2021, 10:00 A.M.

Sealed Bids/Proposals will be received at the Office of General Services, City Hall Compound, Dumaguete City not later than June 22, 2021 and Bid opening shall be on Tuesday, June 22, 2021 at 10:00 (Ten o’clock) in the Morning at the Office on General Services, City Hall Compound, Bids will be opened in the presence of the Bidders or representatives who choose to attend. Late Bids shall not be accepted.

Prospective bidders must not be related to the head of the procuring entity or any member of the Bids and Awards Committee or its Secretariat either by consanguinity or affinity up to the third civil degree.

All Bids shall be accompanied by a Bid Security payable to the City of Dumaguete in any of the acceptable forms and in the amount stated in Sec. 27 of RA 9184. The same shall guarantee that, after receipt of the Notice of Award, the winning bidder shall enter into contract with the City of Dumaguete within ten (10) calendar days.

Copies of this Invitation are posted at the GSO Bulletin Board, Dumaguete Public Market Complex, Province of Negros Oriental General Services Office Bulletin Board, Philgeps and Dumaguete City Engineer’s Office Bulletin Board.

The Bids and Awards Committee reserves the right to 1) reject any or all bids, 2) waive any defects or informalities therein, 3) or accept any bids/ or offer/s which it may consider to be most advantageous and beneficial to the government 4) to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
