Executive Order No. 22
An Order Establishing Opening Days and Visiting Hours for All Private and Public Cemeteries and Memorial Parks, Including Columbariums in Dumaguete City Observance Before and After the Kalag-Kalag Season
Whereas, Article II, Section 5 of the 1987 Constitution, which declares that the State shall protect and promote the right to health of the people;
Whereas, Republic Act No. 11469, or the “Bayanihan to Heal as One Act”, has placed the country in a State of National Emergency;
Whereas, the Office of the President has issued Proclamation No. 1021, dated September 16, 2020, with the title: “Extending the Period of the State of Calamity Throughout the Philippines due to Corona Virus Disease 2019 Declared Under Proclamation No. 929, s. 2020”, extending the State of Calamity throughout the Philippines for a period of one (1) year, effective 13 September 2020 to 12 September 2021;
Whereas, the National IATF issued Resolution No. 72, Series of 2020, dated September 17, 2020, with a provision stating that, “All private and public cemeteries, and memorial parks, including columbariums and the like throughout the country shall be closed to visitors from October 29 to November 4, 2020.”;
Whereas, it has been a long-held tradition for majority of Filipinos to visit their departed loved-ones at the cemeteries and memorial parks during the Undas Season, especially on November 1 and 2 of every year;
Whereas, due to the restrictions set by the National IATF, the City Government of Dumaguete shall devise a schedule to cater to those individuals or families who wish to visit their departed loved-ones at the cemeteries and memorial parks before October 29, 2020 and after November 4, 2020;
NOW THEREFORE, I, Hon. FELIPE ANTONIO B. REMOLLO, Mayor of the City of Dumaguete, Province of Negros Oriental, by virtue of the powers vested in me by law, DO HEREBY ORDER:
Section 1. Days Open and Visiting Hours. Private and Public Cemeteries, and Memorial Parks, including columbariums shall open their establishments to the public and observe the visiting hours and days BEFORE and AFTER the Kalag-Kalag Season:

Visitors are only given one (1) hour duration visit and shall strictly observe the allotted time. Enforcers shall have the right to call their attention and if possible to peacefully lead them to the exits should they exceed the allocated time of visit.
Notwithstanding, these cemeteries and memorial parks, including columbariums may accommodate bereaved families who wish to lay to final rest their departed loved-ones, as an exception to the above schedules.
Section 2. Distribution of Kalag-Kalag Passes. To regulate the number of visitors and to observe the minimum health standards such as wearing of face masks/face shields and social/physical distancing, Kalag-Kalag Passes shall be distributed to individuals and/or families (residents or non-residents) who wish to visit their departed loved-ones at the cemeteries or memorial parks in Dumaguete City.
These passes are available upon request at their respective Barangay Halls.
Section 3. Restrictions and Prohibitions. The following are the restrictions and prohibitions:
a. Kalag-Kalag Passes shall only be distributed three (3) days in advance of the visiting schedule.
b. Only one hundred forty three (143) Kalag-Kalag Passes shall be distributed per visiting schedule, per cemetery and memorial park.
c. As provided for in the National IATF Resolution No. 72, Series of 2020, age restriction shall not apply to visitors of the aforementioned places.
d. There shall be designated areas specifically for flower, candle and ambulant vendors near the vicinities in Barangays Taclobo, Daro, Bagacay and Cadawinonan.
e. Upon entry on these premises, strict observation of wearing of face masks, thermal checking and hand sanitation.
f. Traffic routing scheme shall be strictly implemented.
g. No Kalag-Kalag Pass, No entry.
h. No food and and liquor allowed inside the cemetery.
i. No deadly, sharp or bladed weapons.
Section 4. Enforcement. Call upon the Dumaguete City PNP, Barangay Peace and Safety Officers (BPSO), and Traffic Management Office to enforce this Order.
Section 5. Separability Clause. Should any provision of this Order be declared invalid, illegal or unconstitutional thereafter, the other provisions being thus unaffected thereby shall remain valid, legal and subsisting.
Section 6. Repealing Clause. All Executive Orders, rules and regulations or parts thereof in conflict with this Order are hereby repealed and modified accordingly.
Section 7. Effectivity Clause. This Executive Order shall commence to take effect immediately and shall remain in full force until further notice.
