DTI Negros Oriental Provincial Director Nimfa M. Virtucio clarifies that even if DTI Memorandum Circular 20-39 allows the operation of dine-in restaurants until 11:00 PM, but this is still subject to existing LGU ordinances.
Hence, if there is an existing curfew implemented in the locality said ordinance shall prevail and operations of dine-in restaurants shall not go beyond said curfew.
In this light, all citizens and management of business establishments are reminded that curfew remains in effect while the city is under extended Modified General Community Quarantine or MGCQ.
• 9:00PM to 5:00AM CURFEW for every person and business establishments in Dumaguete City
• 24-HOUR CURFEW for students, minors and senior citizens (Provincial Ordinance No. 16)
• 24-HOUR CURFEW for persons below twenty-one (21) years-old, those who are sixty (60) years old and above, those with immunodeficiency, comorbidity, or other health risks, and pregnant women (Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines)
The PNP, Barangay Officials, Bureau of Fire Protection, AFP, LGU officials and Philippine Coast Guard shall enforce the curfew hours.
Any person, who resists the implementation of Ordinance No. 16 shall be liable under the Revised Penal Code.
