The City Government of Dumaguete released P 154.8 million worth of financial assistance through the Social Amelioration Program and Unconditional Cash Transfer of the Social Welafre and Development Office to 25, 800 residents.

Mayor Felipe Antonio Remollo ordered for a centralized distribution of SAP/UCT benefits in a safe and orderly manner done in batches for easier crowd management and in keeping with social distancing policy.

Only those with face masks and priority numbers can board the buses that are provided with free disinfectant alcohol. Inquiries, disputes and complaints can be heard and responded to in the barangay halls where the officials are present so that the actual distribution of SAP benefits can go on safely and unhampered in the City Treasurer’s Office.

Aside from the City Government, private institutions such as Silliman University, Negros Oriental State University, Metro Dumaguete College and Vallacar Transit Inc. also provided for free use of their vehicles and buses to transport the beneficiaries in support of the local government and SAP program.

In contrast, distributing the SAP benefits in the barangays would encourage residents, even those found not to be qualified, to overcrowd in their gyms or barangay halls and potentially compromise the security of the cashiers who could only transact with a specified number of claimants at any given time.

Since the beneficiaries are transported back to their barangays after receiving SAP cash assistance, they were secured and did not rush to the malls overcrowd the downtown area.
