Indeed, Administrative Order No. 19 issued by the Office of the President provides that the Local Government Unit may grant the Service Recognition Incentive (bonus) to qualified (regular and casual) employees.

But under the same Administrative Order of President Duterte specifically Section 3 provides that Job Order Workers, contract of service and pakyaws are not entitled to receive incentive or bonus.

This is not only applicable to Dumaguete City but to all local government units, national government agencies, government owned and controlled corporations in the entire country.

Hence, there is NO basis in law to grant JOs with bonuses even if the city government would like to give them.

But if these JOs belong to indigent families as certified by the City Social Welfare Development Office, they could get P 500.00 as Pamaskong Handog from the City Government.

If these JOs have senior Citizens or PWDs in their families each of them can receive P 500.00 each as well.

Nevertheless, Mayor Remollo has granted the Job Order workers increase in their daily rate, first in 2016 at P 50.00/ day and another P 20/day along with Casuals at P 50.00 per day beginning November 2019 since they cannot receive bonuses.
