About 32, 000 indigent families, Persons with Disabilities, senior citizens, public school teachers and qualified city employees will receive cash gifts or bonuses from the city government as part of the Pamaskong Handog program this month.

Mayor Felipe Antonio Remollo said that an additional amount of P 10.3 million will be sourced out from the savings of the Personal Services of the current year 2019 to ensure that all the 1, 017 public schools teachers, 950 qualified city employees and additional 4, 300 seniors, PWDs and indigents will receive their appropriate bonuses.

Public school teachers from the City Schools Division will each get P 2, 500.00 as bonus in recognition for their industry and dedication to service.

Meanwhile, some 30, 000 indigents, PWDs and senior citizens will be given P 500.00 each as cash gift for this holiday season, the biggest number of recipients ever granted.

Finally, regular and casual employees of the City Government will each receive P 6, 000.00 as Service Recognition Incentive (SRI) on or before December 20, 2019.

Mayor Remollo deemed it proper to request from the City Council an appropriation of P 6, 000.00 instead of the maximum amount of P 10, 000.00 per employee so that public school teachers and more indigent families, PWDs and senior citizens will also be granted the Pamaskong Handog this year.

In this manner, more people, including Job Order Workers, provided they belong to indigent families as certified by the City Social Welfare and Development Office, will also have a share in the available government funds and experience the true meaning of Christmas not just a few.

Administrative Order No. 19 issued by the Office of the President provides that the Local Government Unit can grant a bonus to qualified employees.

But under the same Administrative Order of President Duterte specifically Section 3 provides that Job Order Workers, contract of service and pakyaws are not entitled to Service Recognition Incentive (bonus).

Hence, there is NO basis in law or AO to grant JOs with bonuses even if the city government would like to give them

Nevertheless, Mayor Remollo has granted the Job Order workers increase in their daily rate, first in 2016 at P 50.00/ day and another P 20/day along with Casuals at P 50.00 per day beginning November 2019 since they cannot receive bonuses.
